Civil war has a very good story line:  Should supers register or not?  I believe that no one is above the law, but whats to stop some politician from using them or extort them with revealing their I.D"s and threaten family members if they don't obey.  It: kind  of tricky.  I think that supers should be trained and licenced and call upon when their's a dire situation depending on their power level, and not politicise it. Smiley
